To provide a shoe cover for securing insulation by easily covering a shoe and the lower leg of a wearer while wearing the shoe.

The shoe cover 10 covers a safety shoe 1 and the lower leg 5 of the wearer of the safety shoe 1 while the wearer wears the safety shoe 1 as a shoe. The shoe cover includes: a first cover part 20 that has a first opening 22 for putting on and taking off the safety shoe 1 and covers the safety shoe 1; a second cover part 30 that extends cylindrically upward from the peripheral edge of the first opening 22, has, at the upper end, a second opening 31 for putting on and taking off the safety shoe 1 and the lower leg 5, and covers the lower leg 5; and a line fastener 40 as an opening/closing member that is provided on the side of the second cover part 30, and extends downward from the second opening 31, to open/close the side of the second cover part 30. The first cover part 20 and the second cover part 30 have electrical insulation, the line fastener 40 is configured so that electrical insulation can be secured.
