To provide a silver halide photosensitive material high in sensitivity and low in fog and high in contrast and superior in raw stock storage stability and restrained from residual dye staining and further to provide the development processing method and the image forming method capable of processing the photosensitive material in a short time by using a development processing solution superior in environmental aptitude.

The silver halide emulsion to be incorporated contains a sulfur sensitizer and a selenium and/or tellurium sensitizer and has one of pH and pAg and temperature changed in a chemical ripening process before and after addition of these sensitizers and/or sensitizing dyes and further changed in one or more times before the end of the chemical ripening process.
