To assist the design plan of energy exchange facility or energy recovery facility by calculating the quantity of energy not yet used and the quantity of consumed energy in an arbitrary divided mesh and controlling it.
An analysis section 400 reads a drainage file 250 for every collection area and mesh, calculates quantity of collection, and stores it in a sewerage trunk line file 230. When a coupling point and the upper stream and the lower stream of each sewerage trunk line are specified by an operator, a link table by a pair of the upper stream mesh number and the lower stream mesh number are generated on a memory, while quantity of collection for every mesh from the upper stream to the lower stream is obtained, and quantity of collection for every mesh of the coupling point and the last terminal point is calculated. And, the analysis section 400 calculates energy used again for every mesh, makes energy used again being the calculated result and energy read from a consumed energy file 220 as a pair, makes a graph of them, and displays them on a display 300.
