To obtain the subject composition for cosmetics or the likes having excellent action for suppressing skin aging and effective for improving wrinkles accompanied by aging change by including a specific mucopolysaccharide and an agent for suppressing formation of active oxygen.

This composition contains (A) one or more compounds selected from mucopolysaccharides having sulfate group, preferably heparine and (B) a melanine production inhibitor. The ingredient B preferably contains one or more compounds selected from a ginsen essence, a mint essence, a sage essence, a walnut shell essence and a Scutellaria root essence. E.g. the contents of the ingredient A is preferably 0.001-10 wt.%. The agent may contain a hydrocarbon such as vaselin and the likes, an ester such as jojoba oil and the likes, a triglyceride such as olive oil and the likes, etc.
