When evaluating device control software composed of a plurality of program files, program files to be evaluated are selected from the plurality of program files, the selected program files are stored so as to be read in the order of executing the program files set in association with the operation procedures of the device to be controlled, the program files are sequentially read according to the order of executing the selected program files, and the evaluation items corresponding to the program files are evaluated by simulation of operations.
