To provide a solar cell evaluation device and method that allows highly reliable and simple evaluation of a solar cell that requires light soaking (LS).
A solar cell evaluation device S of the invention comprises: a LS light emitting unit 2 for radiating LS light to a solar cell to be evaluated using LS; an evaluation light emitting unit 1 for radiating evaluation light to the solar cell SM to conduct the evaluation; a detection unit 3 for detecting output from the solar cell SM; an evaluation unit 43 for evaluating the solar cell SM based on the detection results of the detection unit 3 obtained by radiating the evaluation light to the solar cell SM from the evaluation light emitting unit 1; and an emission control unit 42 for controlling the LS light emitting unit 2. The emission control unit 42 controls the LS light emitting unit 2 so as to radiate the LS light to the solar cell SM until the change over time in the output of the solar cell SM falls within a predetermined range after initiation of the LS.
