To flatly press and crush a cylindrical capacitor element without damaging or cutting a foil due to a corner of the flat section of a tab terminal and to make the lengths of lead wires of tab terminals on the positive and negative electrode sides almost equal to each other.
The solid electrolytic capacitor is made by forming a solid electrolyte containing conductive polymer on a capacitor element that is wound with a positive electrode foil with a tab terminal 20a and a negative electrode foil with a tab terminal 20b with a separator in between. The cylindrical capacitor element is pressed and crushed in the direction crossing orthogonally its winding axial line O to make it flat and elliptic, and the tab terminals 20a and 20b are arranged such that they may exist in either of virtually divided two insides 101 and 102 of the element while the long axis LX of the flattened capacitor element 10B is used as a center and each of flattened sections of the tab terminals 20a and 20b be nearly parallel to the long axis LX.
