A resin film 11, a porous elastic foaming body 7 having a plurality of holes 9 and a member containing a wood-based member 3 are fixed from the side closed to a laid floor base material face. The porous elastic foaming body 7 is small in permanent strain, is preferably a large impact resilient foaming body, and suitable for a porous continuous bubbling soft polyurethane foam. Thereby it has high sound insulation performance, secular lowering of the sound insulation performance due to permanent set in fatigue is prevented, and a sound insulation wood-based floor material 1 excellent in walking feeling can be manufactured in a low cost.
