An exchange 3 is provided with a speech impediment supporter 4 that converts an instruction inputted by a pushbutton operation of a pushbutton(PB) telephone set 1 into a voice. In this case, a message or a sound source corresponding to the inputted instruction is read and edited and converted into a voice message. The voice message is sent to a destination telephone set 2. Thus, a person having a speech impediment sends its desired message to a communication opposite party simply and quickly by using a public telephone set of a pushbutton system or the like even at a visit place to make a speech.
