The flexible shaft comprises a flexible inner shaft and a flexible outer tube slidably covering the outer peripheral surface of the inner shaft. The steering angle ratio variable mechanism adopts a planetary gear mechanism comprising a sun gear, planetary gears, and a ring gear having the annular teeth formed in the inner peripheral surface which are meshed with the teeth of the planetary gears, the shaft of a motor is fixed coaxially with the sun gear, and the flexible shaft is fixed coaxially with the planetary gears. Then, the motor is connected to a control circuit, and the rotating control of the motor is performed by the control circuit.
