When the stroke end of the front wheel steering cylinder 14 is detected by a position sensor 120, an operation check valve 17 is made to allow a reverse flow by exciting a solenoid valve 21. As a result, the front wheel steering cylinder 14 is by-passed through a conduit 47, a pressure oil flows to the rear wheel steering cylinder 15, enabling the rear wheel steering cylinder 15 to stroke. Similarly, when the rear wheel steering cylinder 15 previously arrives at the stroke end, the rear wheel steering cylinder 15 is by-passed through a conduit 48, a pressure oil flows to the front wheel steering cylinder 14, enabling the rear wheel steering cylinder 14 to stroke.
