PURPOSE: To enable any driver to easily operate a steering lever in the laterally oscillating state at the time of operating the steering lever at ease with his wrist placed on a fixed handle.

CONSTITUTION: A steering lever 8 is formed being divided into a base end side part 8a and a bent operating end side part 8b, and a connecting part 10 between the base end side part 8a and the operating end side part 8b is so constituted as to be operable to change the relative fixed phase into the changed state of a space between the grip part 8c of the steering lever 8 and a fixed handle 9 by the rotation of the operating end side part 8b around the longitudinal axis P of the base end side part 8a.
