A rotator 56 is fixed to a steering wheel and rotates to a housing 35, together with the rotation of the steering wheel. A steering angle sensor 64 for detecting an angle of rotation of the rotator 56 is installed in the housing 35 outside the rotator 56. The steering angle sensor 64 is installed by using effectively the space outside the rotator 56, so that the rotator 56 and further the steering roll connector 48 can be miniaturized by the accommodation space as compared with the case that the sensor 64 is accommodated in the housing 35 or the rotator 56.
