A step molding rack 2 has a rack-type multistepped step molding teeth. On the other hand, the peripheral face of a step molding roll 1 has plural step molding teeth extending, in parallel, in the axial direction. The step molding rack 2 is installed in a stationary fashion and receives a feedstock paper 3 for setting. In addition, the step molding roll 1, engaged with the step molding rack 2, rotates, moving linearly. The feedback paper 3 has steps formed to become a stepped paper 3a by moving the step molding roll 1 in such a state that the feedstock paper 3 is set between the step molding rack 2 and the step molding roll 1. The step molding roll 1 is small in size and is lighter in weight than the step molding rack 2. A mechanism for driving the step molding roll 1 may be of a small type and the entire construction of this device is compact.
