To make the snow adhesion to a body unapt to occur and prevent a stone flying accident by the fall of the snow adhered to the body even in a general high-speed traveling by forming an outer surface to which waterdrops are hardly adhered and which keeps this property for a long period in a rolling stock.

On the outer surface of a rolling stock is formed a surface layer having a structure consisting of a hydrophilic part exposed so that photocatalytic titanium oxide contacts with the outside air and a water repellent part exposed so that a water repellent fluorine resin contacts the outside air, which are microscopically dispersed, and having a contact angle with water of the surface of 90 or more. Thus, waterdrops are hardly adhered thereto by the light excitation of the photocatalyst. Consequently, occurrence of a stone flying accident by the fall of the snow adhered to the body can be prevented.
