PURPOSE: To cut a strip at a high speed by revolving, at a high speed, a drum shear arranged on the upstream side of a strip taking-up reel and allowing said strip to contact with the cutting edge by a strip attracting means.
CONSTITUTION: On the upstream side of a carousel reel KR, a drum shear DR arranged at the back of a roller R1 revolves at the position free from contacting with the advance of a strip S in ordinary case. Onto the both sides along the direction of advance of the strip S of the drum shear DR, electromagnets Z are arranged. The strip S is attracted to the drum shear DR side by the excitation of the electromagnets Z, and contacts with the cutting edge of the drum shear DR which revolves at high speed. Therefore, the strip S which travels at a high speed can be cut at a high speed.
