To prevent generation of abnormal noise in a damper easily and reliably without applying lubricating oil by disposing a contact portion made of a material having a smaller friction coefficient with respect to a bearing portion than with respect to a shaft portion, at the outer periphery of the shaft portion of the damper contacting the bearing portion.
A small-diameter portion 9 is formed on the both-ends outer periphery of a shaft portion 5 of a damper contacting with a pawl 7 of a bearing portion 6. A contact portion 10, integrally disposed on the outer periphery of the small-diameter portion 9, is made of a material such as polyacetal having a smaller friction coefficient with respect to the bearing portion 6 than the shaft portion 5. In assembling the shaft portion 5 to the bearing portion 6, since a diameter D0 of the shaft portion 5 is larger than an inner diameter of an end portion 8 of the bearing portion 6, the pawl 7 is press expanded and the shaft portion 5 contacts with the contact portion 10. With this configuration, the shaft portion 5 can be elastically supported to the bearing portion 6 and generation of abnormal noise at the shaft portion 5 and damper can be prevented since the contact portion 10 has a small friction coefficient with respect to the bearing portion 6.
