PURPOSE: To easily attain changeover control of active/standby state by allowing each repeater to reach the standby state automatically at the repeater system rising and to inform the end of initializing to a management master, and allowing the management master to output a switching command from the standby state to the active state upon the receipt of the initialization end notice.
CONSTITUTION: Bridges 150A, 150B set the state of the bridges to the standby state after the end of initializing of the hardware/software and send an initializing end notice packet to a management master bridge 130. When the management master bridge 130 receives the initializing end notice from the bridge 150A earlier than that from the bridge 150B, since the priority is 1, the management master bridge 130 sets the management state of group information 610 from the inhibit state into the active state and sends the state change command to the bridge 150A to set the bridge 150 to be in the active state. Then upon the receipt of the initializing end notice from the bridge 150B, since the bridge 150B is in the inhibit state at present, the management state is revised from the inhibit to the standby state and the control is restored.
