A secure container having sales condition information (UCP) setting a sales condition between user devices of contents is constructed. The UCP has information on the number of UCP secondary distributable times as the upper limit information of the parallel number of contents distributing times between the user devices. A user device purchasing the container generates use control information (UCS) including the information of the number on the number of UCP secondary distributable times which sets the number of contents distributing times and stores the use control information in a memory. In the case of performing contents secondary distribution, condition confirmation processing of the information of the number on the number of UCP secondary distributable times is conducted, contents distribution is made possible only in the case of being within a condition range, and contents distribution is made impossible when the number of distributing times surpasses the upper limit.
