A work distribution management system comprises means for: distributing the element work to direct operators (S10) so as to satisfy designated conditions regarding the target tact time and a target line balance ratio on the basis of work procedures, the target tact time, and subtotal time of the element work identified by identification numbers of the element work; measuring actual work time per one product for direct operators according to work distribution results (S31); calculating an actual line balance ratio on the basis of the actual work time (S36); redistributing the element work (S40) when determining that the actual line balance ratio is less than the target line balance ratio (No at S37); recalculating the actual line balance ratio (S61); recalculating the actual line balance ratio (S66); distributing the element work to the whole operators including indirect operators so as to satisfy designated conditions (S70) when determining that the actual line balance ratio is not the target line balance ratio or over (No at S67); and outputting the work distribution results.
