To solve the problem of a report to a client in the case of obstacle occurrence being not well taken core of and information that the client can obtain is lacking.
In order to perform reporting to the client and service personnel by mail when a fault occurs, a fault reporting server is given a mail-distributing function, and in order to provide fault information to the client and the service personnel, a fault information database is used. In order to report a route to the service personnel, the fault reporting server is provided with a list of registered names for each of fault levels, map information and route search software, and by carrying a portable terminal, the client and the service personnel can detect their own location by mail transmitting/receiving functions and GPS.
