PURPOSE: To efficiently carry out counter-measure and to efficiently utilize resources by selectively announcing announce contents or an announce destination along the hierarchy of a management control system in an organization corresponding to the degree of alarm contents for alarm information.
CONSTITUTION: A sensor 4 monitors the state change of a monitoring object and sends out detection data to a terminal 1-1. A sensor value received through an interface 14 is stored in a data buffer 11 and compared with the data of alarm environment information stored in an alarm set file 10 by a comparing and deciding means 12. When the relevant data exists, corresponding to the trigger condition, the alarm is announced to respective monitor terminals 1-2 to 1-n according to the alarm condition set corresponding to the hierarchies of those terminals. Thus, the control organization can efficiently carry out the measures to the generation of the abnormal condition and the resources of all the system including the monitoring object and monitoring system can be efficiently utilized.
