This information transmitting and receiving system for transmitting information from the terminal of a transmitter through a network to the terminal of a receiver is provided with a receiver information data base DB1 in which receiver information indicating the attribute of a receiver is stored. This information transmitting and receiving method comprises a transmission information transmitting step for transmitting an electronic mail to be transmitted only to the terminal of the receiver whose receiver information fulfills a condition designated by the transmitter, a step for making the receiver information open to the transmitter, and a step for allowing the receiver to register the receiver information.
