PURPOSE: To obtain an entering or leaving room controlling means with IC cards for simplifying the setting of terminal equipments without the limit of the number of users by leveling the terminal equipments and the IC cards respectively according to partitioned positions in tree structures.

CONSTITUTION: On an entering or leaving room terminal equipment, a security level according to the security level of a security area in which the equipment is set, and on the user card 3 of an IC card, the same security level as that of the terminal equipment is set. Then, both security levels are compared with each other, and the entering or leaving room qualification of a user in the security area is checked. Accordingly, a necessary information quantity in the terminal equipment can be reduced, and so the number of usable IC cards is not limited, and the setting of an apparatus, the increment of terminal equipment, the change of setting positions and the like, can be easily executed.
