To provide a tool enabling labor saving, resource saving, and simplification of working by eliminating such disadvantages as breaking and rewinding of a wide transparent resin tape used for packaging operation.

A fixed shaft with a tape receiver commonly used as a wheel is mounted on a base 1 with cutout. A rubber drive roll is inserted into the end of the base with cutout together with a rotating roll support stand having a pressing cutter with a spring in conjunction with a support arm with a spring, a tape retainer with cutout, and a fitting notch through a sliding shaft. A tape body is inserted between the fixed shaft with the tape receiver commonly used as the wheel and the rubber drive roll. The end of the tape is pulled out, the rotating roll support stand is inverted, and the tape is retained by a beam portion and processed by a cutter with a retaining spring. The end of the tape held by the tape retainer with cutout is pressed by a fingertip against an article to be packaged. When the rotating roll support stand is inverted and the rubber drive roll is set, a distance between the tape body and the article to be packaged is shortest through the rubber drive roll. Since the peeling, carrying, and sticking operations of the tape are interlocked with each other, the packaging operation can be performed under such conditions that the distortion and twist of the tape are suppressed or prevented.
