PURPOSE: To facilitate the start of a controller having a main control unit, and a terminal control unit for locally controlling various air conditioners by providing a control unit which calculates the starting time so that the prescribed target room temperature is obtained at the using starting time at a terminal control unit.
CONSTITUTION: A main control unit MCT is connected to a terminal equipment TE such as a keyboard, a display unit or the like to be capable of transmitting and receiving data, and is connected via a common transmission line La to sub- controllers SCT1WSCTm. To the SCT1WSCTm are respcetively connected terminal control units TCT11WTCTmn which are connected with local temperature sensor T, humidity sensor H, motor control valve MV or the like. Each of the units TCT11WTCTmn have a control unit which calculates the starting time based on the actually measured room temperature value at the starting time so that the prescribed target room temperature is obtained at the specific position in the structure at the using starting time and the room temperature variation coefficient at the specific position and starts the air conditioner at the starting time.
