PROBLEM TO BE SOLVED: To provide a technique which forms, from a different terminal device, a group for a plurality of terminal devices present in a predetermined area.SOLUTION: A second terminal device 10b, as a substitute for a first terminal device 10a that forms the group, collects a third terminal device 10c etc. to join the group. A first request signal receiver unit 40 receives, from the first terminal device 10a, a first request signal to request collection of the third terminal device 10c etc. to join the group.
