PURPOSE: To realize highly reliable no-ringing communication without increasing cost by setting a PB signal using a PB signal decoder and a PB signal generator to be a second communication means.

CONSTITUTION: A center system 1 starts the terminal network controller for no-ringing communication 9 of a terminal system 8 through a no-ringing trunk 6 without ringing a private telephone set 12, and reads a telegraphic message- type gas meter 10 and a telegraphic message-type water meter 11. On the other hand, the controller 9 communicates meter values to the system 1 without the aid of the trunk 6 at the data and time of terminal call which is previously set or it communicates with the center by the call of the meter 10 at the time of abnormality such as a gas leak. The controller 9 is provided with the PB decoder and the PB signal generator and a system is switched to the controller 9 when communication is failed in the first communication means of FSK and PSK by PB communication.
