To perform an accurate estimation of variation in thermal load in consideration of a variation in the number of persons without installing a special sensor for measuring the number of persons.
An individual thermal load calculating means 2 calculates each carolific value of a plurality of thermal loads including a thermal load influenced by a variation in the number of persons. These carolific values are divided into one which can be attained as an actual measured value and a value which can be calculated by a model calculation. Means 3 for calculating the number of persons may calculate the number of persons N which may vary time to time, on the basis of a result of calculation of the individual thermal load calculation means 2. Means 4 for making a pattern of the number of persons makes a variation pattern for the number of persons N per one hour for every weekdays or seasons. An air conditioning thermal load calculation means 5 may correct a value of the carolific value determined by the number of persons N and further calculate an air conditioning thermal load Q by summing up each of the carolific values.
