A powder or granulated exothermic agent, soluble in water and exothermic-chemically reactive, is stored in one storage section A of a bag body which has at least two storage sections to communicate with each other as the outside power is added, and a salt water containing gel with salt water gelled by a salt water absorbent resin with viscosity is stored in the other storage section B. The concentration of the salt water is in the range of the 7-50 mass parts of the salt water raw material to the 100 mass parts of water, and the compounding ratio of the exothermic agent to the salt water containing gel is in the range of 20-100 mass parts of the exothermic agent to 100 mass parts of the salt water containing gel under a preferable state.
