To suppress heat deterioration of a fluorescent whitening agent on recording and to efficiently fix a Magenta thermal color developing layer.

The thermal color developing layer 12 and a protective layer 13 are provided on a substrate 11. A thermal recording layer 12 comprises cyan, magenta and yellow thermal color developing layers 21, 22 and 23 successively in this order from a substrate 11 side through the first and second intermediate layers 26 and 27. The cyan thermal color developing layer 21 being the lowermost layer is a two-layer structure in which the first cyan thermal color developing layer 31 containing a fluorescent whitening agent and the second cyan thermal color developing layer 32 containing no fluorescent whitening agent provided successively from the substrate 11 side adjoin each other. In addition, titanium dioxide is incorporated in a resin layer 17 of the substrate 11. A color thermal recording paper 10 composed of this thermal color developing layer 12 with the two-layer structure having the cyan thermal color developing layer 21 as the lowermost layer suppresses heat deterioration of the fluorescent whitening agent and has its amount of addition and is excellent in fixing efficiency of the thermal color developing layer.
