This ticket medium processor is provided with an input part 12 for accepting the refund request of a fare paid for the purchase of a season ticket; a reading part 14 for reading already issued commuter ticket information and use history information from a ticket medium based on the acceptance of a refund request through the input part 12; a decision part 15 for deciding the validity of the refund based on the information read by the reading part 14; a calculation part 16 for calculating the refund sum based on the use history information according as it is decided that the refund is reasonable by the decision part 15; and a write part 17 for writing a sum calculated by accumulating the refund sum calculated by the calculation part 16 in the balance of the ticket medium in the ticket medium as balance information.
