The device 13 receiving this picture data makes a connected printer print-output only the number of the full color pay tickets to be bought. Since a regulation picture which is not to be copied by a digital color copying device is data-set to the picture data and the number of the tickets to be printed is data-set to the picture data, the pay tickets are not mass-produced by the general user illegally.
