An angular velocity detection unit 100 detects the angular velocity of a shake applied to an imaging device 1, and an acceleration detection unit 106 detects the acceleration of the shake. A rotation radius calculation unit 110 calculates the rotation radius of the shake based on the detected angular velocity and acceleration. A shake velocity calculation unit 111 calculates the velocity of the shake based on the detected angular velocity and the calculated rotation radius. A shake component elimination unit 112 calculates the acceleration of only the gravity component contained in the detected acceleration by subtracting the value obtained by differentiating the calculated velocity from the detected acceleration. A horizontal determination unit 113 determines the horizontality of the imaging device based on the calculated acceleration of only the gravity component.
