PURPOSE: To detect a phase shift of a burst signal with high accuracy by eliminating an excess frequency component relating to a burst signal portion, providing an A/D converter independently and applying conversion to a digital data.
CONSTITUTION: A video signal 27 passes through a band block filter 20 to eliminate an excess frequency component relating to a period around a burst signal and a 2nd D/A converter 21 converts the signal into a digital data. The dynamic range in the case of conversion has only to have a range to include the amplitude of the burst signal component and a write clock generating circuit 23 generates a write clock 34 based on a burst signal 32 converted into the digital data and a synchronizing signal 33 separated by a synchronizing signal separator circuit 22. Thus, a time base error is detected with high accuracy and the video signal in response to the time base error is stored in a memory and read out by an external reference synchronizing signal, then the video output without error is obtained stably.
