PURPOSE: To provide a vehicle operating information collecting device by which an alarm can be given to steering time so that long time continuous operation can be prevented for safety in a device to collect vehicle operating information containing information to show vehicle speed in a digital data shape.

CONSTITUTION: Speed compressed data formed by compressing and processing speed is written in a portable recording medium 4, and vehicle operating information is collected. A steering time measuring means 31-1 measures steering wheel time by adding travel time when the measured speed is not 0 and stopping time when the measured speed in less than preset time is 0 together. A clearing means 31-2 clears the steering time measured by the steering wheel time measuring means when the stopping time during which the measured speed is 0 becomes equal to or longer than the preset time. An alarm means 35 gives an alarm when the measured steering time becomes equal to or longer than preset alarm time.
