PURPOSE: To provide a bias cleaning device suitable for toners remaining on a transfer belt, a transfer roller or an intermediate transfer body, and an electrostatic recording device using the same.
CONSTITUTION: A bias cleaning device, which has a cleaner unit 16 provided with both a conductive brush roller 17 for collecting toner remaining on a toner image carrier 10 by making sliding contact with the toner image carrier 10 while a DC voltage of the opposite polarity to that of the toner is applied thereto, and a collecting roller 18 for collecting the toner on contact with the conductive brush roller 17 while a DC voltage having the same polarity as the voltage applied to the conductive brush roller 17 and being higher than that voltage is applied thereto, has a toner charge reduction means 13 provided upstream from the cleaner unit 16 in the direction of rotation of the toner image carrier 10, for reducing the amount of charge of the toner on the toner image carrier 10.
