PURPOSE: To provide a packaging material with an integrally provided opening arrangement, wherein the opening arrangement is entirely protected by the packaging material, thereby assuring protection from being opened without authorization.

CONSTITUTION: To compose an integrally integrated opening arrangement 4, a packaging material web 1 or a foundation layer 3 of the packaging material sheet provides a pouring hole 5. After then, the packaging material web 1 is formed as a laminated body of a bond layer 8, an aluminum foil layer 9, a thermoplastic layer 10 and an outer layer 12. Thereupon the outer layer 12 covers entirely over a strip 7. When the strip 7 is tore off, those layers 8, 9, 10, 12 adhered to the strip 7 are tore off in accompanied with the strip 7 and the pouring hole 5 is exposed.
