PURPOSE: To improve an operation feeling when a steering wheel pad is pressed and operated, prevent the occurrence of a feeling of physical disorder, and improve quality of external appearance.

CONSTITUTION: A main body 2 is composed of core metal 4, a resin body 5 or the like, and a base plate 7 is fixed above the core metal 4. A leaf spring 8 is installed on the base plate 7, and the engaging recessed parts 11 are formed in the resin body 5. A pad 3 is situated above the base plate 7, and is supported with the leaf spring 8. A locking claw 12 is formed in the peripheral part of the pad 3, and these are engaged with the respective engaging recessed parts 11. The base plate 7 is formed expansively outward up to the maximum according to a shape of the pad 3, and the tip part of the leaf spring 8 is arranged up to the outermost part of the base plate 7. When the peripheral part of the pad 3 is pressed, since an inclination of the pad 3 becomes comparatively small, a stroke quantity can be restricted to the minimum, so that a clearance C can be set narrow to the minimum.
