PURPOSE: To prevent the occurrence of a sucking-out phenomenon such as weathering by flowing-out of earth and sand of the natural ground.

CONSTITUTION: A through-hole 20 is arranged in a hard slope face 2, and an anchor 7 having a slat is driven in a prescribed hole of the through-hole 20, and a cylinder body 1 for vagetation composed of the perforated pipe body part 11, the fiber bundle body parts and the void parts is fitted and inserted in the other through-hole 20 except the prescribed hole. Bedrock sand composed of sand quality type mixture is sprayed on the hard slope face 2, and a sand base layer 4A having a thickness of 10 to 30cm is formed. An organic type vegetation surface layer 5 having a thickness of 2 to 8cm is formed above it, and thereby, a vegetation deep floor layer 4B having a thickness of 12 to 38cm is formed.
