There is provided a toner binder (A) for electrostatic charge image development containing polycondensation polyester resin, and the polyester resin is formed under the presence of an esterification catalyst (a) containing a titanium atom equivalent to 5-1,000 ppm as a titanium atom in the polyester resin in the polyester resin, and contains an organic phosphorous compound (b) equivalent to 0.1-200 ppm as a phosphorus atom. The organic phosphorous compound (b) is an organic phosphorous compound that contains an orthophosphoric ester (b1) and a phosphite ester (b2).
