When the payee pays a transfer charge (A), the transfer charge is calculated from the amount of money paid (step 102. The amount of money transferred is the about obtained by subtracting the transfer charge from the amount of money paid, so a transfer charge (B) for the amount of money transferred is calculated (step 104). Those transfer charge (A) and transfer charge (B) are compared with each other (step 106). When they are different, a difference is caused, so the occurrence of the difference is reported and a charge management table is updated (step 108). Then transfer request data is sent out to the financial institution through a public telephone network.
