In the computer 1a of a transmitter, a data base for transmission for making items pertinent to message contents desired to be transmitted by the transmitter selectable or identifiable in the common data base of a form in common to a transmission side and a reception side where many transmission items are registered beforehand is generated and at least the prepared data base for the transmission is transmitted to the computer 1b of the receiver. In the computer 1b of the receiver, the transmission message is prepared and outputted in the native language of the receiver based on the transmitted data base for the transmission.
