To provide a technique that allows a reception side to transmit correct packets even when delay exceeding a monitoring cycle occurs for the packets.SOLUTION: A transmission device for transmitting a packet includes: sequence number assigning means for assigning a sequence number to the packet; feature quantity assigning means for assigning a feature quantity of a packet to which a sequence number before the sequence number by one is assigned to the packet to which the sequence number is assigned; and transmission means for transmitting the packet to which the sequence number and the feature quantity are assigned.SELECTED DRAWING: Figure 4
