To propose a transparent substrate with which a pattern of a transparent conductive film gets inconspicuous and visibility is improved, and to propose a touch panel.
In a transparent conductive glass substrate 1, an undercoat layer 3 is stacked on a surface of a glass substrate 2, a transparent dielectric layer 4 with a high refractive index and a transparent dielectric layer 5 with a low refractive index are stacked thereon, and further a transparent conductive layer 6 is stacked thereon. In fabricating an electronic device such as a touch panel after removing a part of the transparent conductive layer 6 of the transparent conductive glass substrate 1 by a patterning step, the transparent conductive glass substrate 1 is fabricated by designing thickness and a refractive index of each layer of the first transparent dielectric layer 4, the second transparent dielectric layer 5, and the transparent conductive layer 6 in such a way that a reflectance on an interface between the second transparent dielectric layer 5 and a transparent adhesive layer 7 (side A) and a reflectance on an interface between the transparent conductive layer 6 and the transparent adhesive layer 7 (side B) are nearly equal to each other, when the transparent adhesive layer 7 is stacked on the side of the transparent conductive layer 6.
