To easily and speedily generate a travel plan for planning a travel time schedule even if an input operation mainly with simple information on facilities is executed, for arriving at the facilities according to the plan and for realizing the smooth travel.

When a traveler inputs the desired facilities (target place), travel starting date/time, a starting place and a returning place from an input part 18, a plan generation part 12 retrieves a data base 14, calculates a basic route, retrieves basic stay time which is previously set on the inputted facilities from a basic stay time storage part 20a and generates the travel time schedule. When a complement item for executing the smooth travel lacks in an item which the traveler inputs, the complement item stored in a complement item storage part 20b is incorporated and the time schedule considering the basic stay time of the complement item is generated.
