To enable a visually impaired person to take an attitude and perform a risk avoiding act with respect to a traveling object, and to reduce a risk that the visually impaired person may encounter an accident or the like as a victim by providing a method and device for confirming or determining the approach of a traveling object whose traveling sound is small such as a hybrid car or an electric automobile without losing such a merit that the traveling sound of the traveling object is small.

A micro-wave projection device 2 capable of projecting a micro-wave 3 as a radio wave having directivity to the front part of a traveling direction is mounted on a traveling object 5 such as an automobile or a train, and a visually impaired person 4 puts a traveling object approach notification device 1 on the upper part of the body, the moving object approach notification device 1 which being provided with at least: a radio wave reception/detection means for receiving or detecting a micro-wave projected by the traveling object; and a voice transmission means for notifying an operator of the approach and approaching direction of the traveling object with a voice while being interlinked with the reception or detection of the radio wave by the radio wave reception/detection means. Thus, it is possible for the visually impaired person to confirm or determine the approach of the traveling object whose traveling sound is small.
