The data from the turbulence measuring device is analyzed by a flight management system, and the turbulence generating state is estimated and detected. When the generation of turbulence is detected by the turbulence measuring device and analyzed by the flight management system, and alarm is issued to the cockpit, simultaneously, an automatic propulsion power adjusting device and an automatic steering device are continuously operated as a means for avoiding the passenger airplane from such an air area by control by the flight management system, and the passenger airplane is emergently avoided from the turbulence generating are by the required minimum change of the flying route.
