A vehicle-mounted update device is provided with: a communication unit that communicates with a vehicle-mounted device that includes a storage unit in which a program is stored in a rewritable manner; a first processing circuit that externally acquires an update program for updating the program stored in the storage unit and executes update processing using the acquired update program to update the program stored in the storage unit; and a second processing circuit that executes processing for generating data not generated in the processing of the first processing circuit, wherein the first processing circuit executes processing for attaching the data generated by the second processing circuit to command data and for causing the command data to be transmitted from the communication unit to the vehicle-mounted device, the command data commanding the vehicle-mounted device to update the program.
