To attain the ABR service by updating dynamically a parameter with respect to the use amount parameter controller UPC in an ATM network.
The use amount parameter controller is provided with an extract section 1 extracting a header of cells arrived in the forward direction, a delay section 2, and a parameter table (PMT) 5 to which a parameter such as a violation threshold level τ or a minimum cell interval TO is set. Then an arithmetic section 4 references a content of the PMT 5, applies discrimination processing to the cell whether or not the cell is a violation cell, and a control section 3 aborts a violation cell. Furthermore, the use amount parameter controller is provided with an arithmetic memory 6 having a forward cell arrival time LT and a counter CM and a reception extract section 7 for a band management cell in the backward direction. Then a parameter arithmetic section 8 updates a content of the PMT 5 based on the setting content of the band management cell extracted by the reception extract section 7.
